The National Application for Access to Higher Education is directed at all the candidates aiming for access to Public Higher Education in Portugal. It takes place at the end of every school year and has 3 phases according to the national calendar approved on an annual basis.

Vacancies and Special Quotas
The number of open vacancies in any course in any tertiary education institution is attributed annually. All available vacancies are presented from the beginning of the 1st phase of the National Entry Process. Candidates have access to the surplus vacancies in the remaining phases.

General Quota
A candidate is eligible if and when fulfilling all of the following conditions:
- Holder of a Portuguese High School Diploma or legally accredited equivalent;
- Enrolled for or to have completed in the two previous years, the national entrance exams for the required specific entry exam subjects to all the different Higher Education institutions the candidate is applying to;
- Achieved the minimum grade required in every specific entry exam subject;
- If stated by the Higher Education institutions, the candidate may have to fulfill the pre-requirements to apply to such courses pre-requirements to apply to such courses.
Special Quota
Besides the General Quota, there are the following Special Quota vacancies in the 1st phase of the National Application for Access to Higher Education:
The General Quota vacancies already set aside some vacancies for the candidates that fill any of the conditions above. In the 2nd and 3rd phase there is only one General Quota.
