Ruben Eiras
Ruben Eiras is the Secretary-General of Fórum Oceano, the Portuguese Blue Economy Cluster. He is also a Visiting Professor in Sustainable Finance at NOVA School of Law.
He previously served as Director General for Maritime Policy at the Ministry of the Sea of Portugal, where he promoted the development of an innovative and sustainable blue economy. He was also advisor for industry, innovation, and energy to the Minister of the Sea.
Earlier in his career, he worked as Science and Technology Manager at Galp Energia and was Director of the Energy Security Program at the Luso-American Foundation for Development (FLAD).
He holds a Ph.D. in energy security policy in the field of History, Defense, and International Relations (ISCTE – University Institute of Lisbon and the Military Academy). He also earned a Master’s degree in Sustainable Energy Systems from the MIT-Portugal Program (Instituto Superior Técnico) and a degree in Sociology of Work from the University of Lisbon.
He has served as a member of the Group of Experts on Natural Gas at the United Nations Economic Commission for Europe (UNECE) and as a SAS Technical Member for Energy Security at NATO’s Science and Technology Organization.
